In neutron moisture meters (Neutron Scattering Method):
A radioactive source (e.g., Americium-241/Beryllium, $^{241}\text{Am-Be}$) emits high-energy 'fast neutrons' (energy $\approx 4.5\text{ MeV}$).
These fast neutrons collide elastically with atomic nuclei in the soil. Because hydrogen nuclei (protons) have nearly the same mass as a neutron, collision with hydrogen causes maximal momentum transfer, rapidly decelerating the fast neutrons.
This deceleration of fast neutrons down to the thermal equilibrium energy level ($\\sim 0.025\text{ eV}$) is scientifically termed 'Thermalization' (or neutron moderation).
Since hydrogen in mineral soils resides almost entirely in water molecules, the count of thermalized (slow) neutrons is directly proportional to volumetric soil water content.
